Parc Adfer

DEESIDE

Parc Adfer, located in the Deeside Industrial Park, is a new Energy from Waste (EfW) project that is a partnership between five local authorities. The plant will divert waste from landfill and generate clean, renewable energy that will power 30,000 homes in the area.

The plant will burn up to 200,000 tonnes of household and commercial waste a year, which will be brought in from across the five North Wales counties. Councils involved in the project include Flintshire, Conwy, Denbighshire, Gwynedd and Isle of Anglesey. Inert ash from the Parc Adfer facility will be recycled and used in construction. In addition, metals will be removed and recycled to increase the recycling rates in North Wales.

Wheelabrator submitted its planning application to Flintshire council for the plant. The proposed facility will be located on the site of a former steelworks on the Deeside Industrial Park, near Connah’s Quay.

Billington Structures will provide the structural steel frame for Clugston Construction on the development of this project. Clugston Construction were given the contract to deliver building and civil engineering works for Parc Adfer by Wheelabrator Technologies. During construction the project will generate 400 jobs and once fully operational it will support 35 full time jobs, with more expected to be created in the supply chain.

In addition to generating electricity from the plant, Wheelabrator is also aiming to supply waste heat, in the form of piped steam, to nearby industrial or commercial users. Natural Resources Wales (NRW) the regulator has recently received a request to increase the incineration capacity and is now carrying out a consultation. The request is to increase throughput by 16%.

The existing plant and facility has the capacity to accommodate the increase in waste throughput. As a result, there would be no required changes to plant infrastructure or equipment. NRW’s consultation is taking into consideration the increase in traffic, as materials are brought on and off the site, as well as potential changes to emissions and therefore air quality, as a result of a higher throughput at Parc Adfer.
